Responsibilities

Public Health Specialist (Laboratory)

The US Centers for Disease Control & Prevention (CDC) is seeking an individual for the position of Public Health Specialist (Laboratory).

BASIC FUNCTION OF POSITION

The Public Health Specialist (Laboratory/Molecular Biologist) works under the leadership of the Public Health Specialist (Laboratory Team Lead) as a senior laboratory program advisor to programs under the President's Emergency Plan for AIDS Relief (PEPFAR). The incumbent provides comprehensive technical, administrative and managerial advice and assistant in support of building laboratory capacity which includes surveillance, research and investigation activities of host government ministries, International Organizations, Non-Governmental Organizations (NGO) and host Ministry of Health partners involved in treatment of HIV/AIDS in country.

Job holder serves as a senior advisor to the host country Ministry of Health, partners and Non-Governmental Organization (NGOs) in the implementation of laboratory programs and activities. Acts as an expert national resource on matters pertaining public health, clinical laboratory molecular assays for HIV/AIDS care and treatment program and to the implementation of quality laboratory services at all levels of the healthcare delivery systems.

MAJOR DUTIES AND RESPONSIBILITIES:

Program Management, Planning and Coordination


30%

1.

Incumbent serves as principal coordinator for laboratory systems and services within the host country and is responsible for planning and implementation of capacity building of all laboratories to ensure consistency of results. In general, reviews individual laboratory procedures, weighing against accepted protocols and develops programs to ensure consistency. Job holder participates in developing and reviews of major initiatives including planning and writing the laboratory portion of Country Operational Plan (COP) each year and review of all cooperative agreements that require research and diagnosis of HIV/AIDS, STD, AI, TB, malaria and emerging diseases in laboratories throughout the host country. Work with Counseling & Testing, Care and Treatment, Prevention and Strategic Information colleagues to ensure that programs are working together to complement support and capacity building.


2.

Job holder represents CDC Tanzania Laboratory Support Program at Public health, technical, policy and strategic planning meetings with collaborators. Provides guidance and direction to grantees, program collaborators and contractors on management and implementation of activities to ensure consistent with PEPFAR and international policies and guidance.


3.

Incumbent serves as a member and advisor on the USG technical working group for strengthening linkages and coordination of laboratory service improvement activities with USG PEPFAR programs and at national level. Participate in the development of protocols for evaluation of the quality of laboratory services and recommends improvement strategies following results.


4.

Represent CDC Tanzania in national and international meetings and workshops, and works in collaboration with NHLQATC and other laboratory cooperative agreement partners to writes abstracts for presentation in national and international forums.



Technical Assistance and Oversight


30%

1.

Provides technical assistance and oversight to the MOHSW, NHLQATC and other partners in the implementation of laboratory capacity building activities, including validation of clinical molecular assays (using PCR, DNA sequencing and other modern molecular analysis techniques), evaluation of all proposals for testing programs and Public Health Evaluation (PHE) projects of PEPFAR partners, ensuring that human subjects requirements are being met, protocols are being followed appropriately and recommends amendments/approval and supervisor. The annual budget for external laboratory programs in Tanzania in fiscal year 2010 is $9.5 million.


2.

Assesses national referral and regional laboratory capacity to support surveillance and diagnostics for HIV/AIDS and HIV-related risk behaviors, STI, TB and other opportunistic infections (OIs) as well as international emerging infections. Develops strategies to strengthen capacities and capabilities based on assessment findings. Introduced new diagnostic technology as it becomes available. Develops training plans and ensures competent instructors to provide training for personnel at laboratories for which responsible.


3.

Plans, oversees and coordinates cooperative agreements with host government for activities in areas of laboratory diagnostics, including the establishment and maintenance of a national quality assurance system. Institutes Quality Assurance (QA) programs including internal and external quality control standards. Works with host government to support accreditation process of laboratories that have been targeted for that process.


4.

Develops standards to enhance capacities of regional and referral hospital laboratories and to support surveillance for HIV, STD, TB, AI and malaria. Standardizes testing protocols for diagnostics and surveillance. Develops and updates national guidelines for laboratory systems at all levels of operation. Designs safety and anti-contamination strategies according to international standards.


5.

Independently plans, summarize in reports on laboratory assessments and operational research studies for presentations at national and international meetings on HIV/AIDS preventions/care. Translates and verifies translations of protocols and other documents from and to English and host country language. Assists in standardization of lab equipment and maintenance assistance and provides technical specifications for procurement of essential laboratory equipment and supplies. Provides technical assistance on the architectural, structural, security and biohazard design aspects on on-going aspects on on-going work related to laboratory renovation and establishment of new laboratories. Ensures proper budgeting of all national referral and regional laboratory activities supported by PEPFAR. Ensures validity of data and authorizes entry in appropriate data base.


6.

Serves as activity manager and main point of contact for 3 Laboratory branch agreements and contracts. Once cooperative agreement is in place, oversees performance of cooperating partners/contractors, carries out technical reviews, reviews progress, identifies potential issues and informs supervisor, recommending actions for amelioration. Facilitates procurement of equipment and supplies through CDC channels to enhance laboratories operating within the host country. Provides guidance to laboratories requisitioning equipment and supplies on the international market. Works with host country to develop forecasting capacity for laboratory commodities.



Monitoring and Evaluation


25%

1.

Provides technical assistance to the MOHSW and other partners in the design and implementation of tools, reporting instruments, and systems to effectively monitor and evaluate laboratory program activities. Serves as programmatic resource in the design and development of information systems and databases to monitor and evaluate the effectiveness and laboratory services.


2.

Maintains effective liaisons with program officers and partner staff to ensure that partners meet monitoring requirements for supported cooperative agreement activities (e.g. quarterly reports, continuation applications, and supplemental applications). Reviews cooperative agreement narrative and financial reports to assess progress in meeting stated objectives and the status of expenditures in relation to planned budgets.


3.

Conducts site visits to assess progress of partner organizations in meeting program objectives. Analyzes and evaluates program activities and writes reports and abstracts on findings for presentation at national and international conferences and meetings. Provides guidance and technical assistance to partners in analyzing and evaluating program activities and developing reports and presentations for conferences and meetings.

As in-country expert on matters pertaining to testing and operations of a variety of laboratories located with Tanzania, job holder represents CDC/Tanzania at technical, policy and strategic planning meetings, including meetings with collaborators and donor agencies. Briefs agency officials on the results of such meetings and prepares written reports for submission to other interest parties.

Represents the agency in discussing and developing financial commitments proposal for laboratory programs at administrative and strategic planning meetings. This includes all USG PEPFAR implementing agencies (Departments of State, Defence, Health and Human Services (including Centers for Disease Control and Prevention, National Institutes of Health), USAID, and Peace Corps.)

Participate in internal and interagency technical working groups to ensure adherence to internationally accepted/directed standards for laboratories within the host country.

QUALIFICATIONS REQUIRED

Comprehensive knowledge of the host government laboratory facilities, health care system and structures including familiarity with MOH policies, program priorities and regulations is required. Good working knowledge of USG public health programs strategies, methods, processes and techniques used to plan, develop, implement and evaluate results is required.

Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities and overall administrative requirements, budgeting and fiscal management in support of contracts/cooperative agreements/grants/purchase requisitions is required.

Cooperative Agreement Specialist at The US Centers for Disease Control & Prevention

BASIC FUNCTION OF POSITION

The Cooperative Agreement Management Specialist reports to the Deputy Director for Operations (DDO) and serves as a senior advisor to the CDC Management Team on all fiscal and administrative elements of cooperative agreements managed by CDC. Job holder is the primary contact with the USG/CDC-funded implementing partners on administrative and financial matters associated with cooperative agreements and is responsible for facilitating PEPFAR/CDC partner compliance with USG requirements for collaborative agreements.

MAJOR DUTIES AND RESPONSIBILITIES:

A. With technical assistance from the Deputy Director for Operations, job holder facilities PEPFAR partner organizations’ compliance with USG requirements for collaborative agreements. Job holder develops and monitors cooperative agreements/contracts, tracks financial expenditures against partner organizations’ progress towards meeting program-specific planning and reporting requirements. Job holder actively assists program staff with the review of Country Operational Plan proposals, periodic reports and annual work plans by implementing partners (with eye on annual budget planning and execution issues). Job holder liaises with HHS funded local and international NGOs in Tanzania and HHS funding agencies to facilitate optimal coordination, performance and management of resources. Serves as a primary in-country point of contact with the USG/CDC funded implementing partners on administrative and financial matters associated with CDC and HRSA Cooperative Agreement activities (currently 41 cooperative agreements, 5 year awards, total of more than $100 million dollars a year with projected complexity under PEPFAR). Duties include communicating with CDC/Atlanta’s Procurement and Grants Office (CDC/PGO) and Atlanta-based project management officers (CDC/GAP Extramural team, Financial Management Officer, and Payment Management System Representative) on issues related to the administration of these agreements, developing and maintaining budget tracking and monitoring systems, monitoring cooperative agreement recipients for progress towards approved goals and objectives regarding administrative and financial issues, proper expenditure documentation and control practices, and the timely submission of all required financial and other reports. Duties require close coordination with PEPFAR senior technical staff and technical advisors responsible for technical aspects of these specialized projects. In this position, the incumbent serves in a liaising capacity with the relevant coordinating units of the Government’s Ministries; receiving their queries and either responding directly based upon knowledge and previously issued guidance or triaging their requests for appropriate response and action to the relevant staff member as necessary.

B. Actively participates in strategic planning with other Senior CDC staff in Tanzania with respect to the management of cooperative agreements. Job holder participates in management meetings to prioritize issues and guides staff on issues surrounding cooperative agreement management. Position holder prepares monthly and annual calendars of actions related to the management of grants including providing site visit schedules, routine trainings for staff and grantees, setting deadlines for important actions necessary for grants management (continuing applications, FOAs, supplementals) and other date sensitive elements.

C. Advises and assists PEPFAR Senior Management (including CDC Country Director, CDC Deputy Director for Operations, and senior technical staff) in the development and timely issuance of requests for funding opportunity announcements (FOA) and funding applications (continuing and supplemental). Ensures applications adhere to all established requirements and that content of FOAs enables a fair and equitable application process. When applicable, determines if applicants have administrative and management capability to manage proposed program activities and may be asked to participate in pre-award surveys. The job holder works with the DDO, Country Director and senior technical staff to assist in the development and implementation of request for proposals (FOA) processes, establishing local program review panels, and functions as CDC’s principal coordinator to establish pre-application workshops (if appropriate) as a part of the annual continuation or new award cycle of CDC cooperative agreements. This responsibility requires familiarity with and knowledge of CDC regulations on format and content of Program Announcements and Program Applications, combined with the ability to interact knowledgeably with implementing partners, host government and CDC/PGO and GAP officials to assure Government of Tanzania and NGO compliance with regulations and requirements.

D. Utilizing required financial reports submitted by partner organizations, job holder monitors expenditures, grants, awards, and other comparable funds. The incumbent is responsible for ensuring timely submission of all required reports from funded entities and is required to recommend necessary actions to Supervisor regarding organizations that are not meeting requirements. Job holder ensures that all funding and program activities adhere to the scope of the agreements and meet all applicable USG regulations and requirements. Provides direction to CDC staff, assuring that appropriate focus and attention is given to reporting requirements and relevant documentation regarding project implementation and monitoring of these CDC-funded activities. The incumbent works with relevant senior technical staff and project officers to assure that reports are complete and follow established guidelines. Job holder uses critical judgment to identify problems associated with cooperative agreement management and takes steps to resolve the problems and/or bring them to the attention of Senior Management in a timely fashion. These issues may be transversal, requiring a common resolution and coordination process involving multiple implementing partners. They may require further input from outside sources before a new policy, or standardization of practice, or further refinement of written guidelines can be implemented. Capacity Building Specialist (Aid Coordination - Zanzibar) Re-advertised at UNDP Tanzania

Background

With a view of enhancing the effectiveness of development cooperation, UNDP Tanzania provides capacity strengthening of the Government of Tanzania and the Revolutionary Government of Zanzibar in aid management and coordination.

While the DPG Secretariat hosted at the UNDP Tanzania currently provides advisory, analytical, and coordination support to the Development Partners Group (DPG) structure in Tanzania (which covers both the Mainland and Zanzibar) as well as support to the MoFEA in Mainland, matters related to aid coordination and management in Zanzibar is managed by the Revolutionary Government of Zanzibar (MoFEA in Zanzibar). In this regard, the MoFEA has its own aid management process, procedures, and systems. The aid context in Zanzibar differs from that of the Mainland in that significant challenges had been noted with regard to the effectiveness and capacity of aid management and coordination systems. In this context, UNDP Tanzania seeks to recruit the services of a Capacity Building Specialist (Aid Coordination – Zanzibar) to support the Revolutionary Government of Zanzibar on issues related to aid management and coordination in Zanzibar.

Under the overall supervision of the UNDP Head of Zanzibar Sub-Office and direct supervision of the Commissioner for the External Finance Department of the Ministry of Finance and Economic Affairs in Zanzibar, the Capacity Building Specialist (Aid Coordination – Zanzibar) will support the Revolutionary Government of Zanzibar in facilitating the national efforts for the development management and aid effectiveness. Given that the donor coordination is supported by the DPG Secretariat hosted in the UNDP Tanzania, the specialist will work closely with the DPG Secretariat on issues related to donor coordination and dialogue with development partners in Zanzibar.

Duties and Responsibilities

1. Policy Advisory Support to the MoFEA on effective aid and development management:

    * Provide advisory support on the efforts to strengthen the Government system and procedures for effective aid management, including mechanisms and process to integrate external resource into national process and implementation of the JAST principles.
    * Further support to the proper functioning of the Aid Management Information System and support its integration with the existing public financial management systems in Zanzibar.
    * Develop draft policy document outlining RGoZ position in key aid effectiveness issues.

2. Capacity Strengthening Support:

    * Providing capacity strengthening support to the MoFEA in facilitating articulation of capacity development needs and drawing up on capacity development plan for effective aid management.
    * Providing capacity strengthening support to the MoFEA in effectively leading and managing the aid management and effectiveness agenda (i.e. PER, JAST, etc.).
    * Providing insight and access to best practices and exposure to various innovations and initiatives in facilitating effective aid management process.
    * Contribute to knowledge development for the MoFEA on issues related to aid reforms.
    * Actively engaging in the efforts on strengthening national public financial management systems and linking into the external resource management.

3. Technical Support to Sector on Aid Coordination and Harmonization:

    * Strengthen overall Government capacity on aid coordination and harmonization through advisory and technical support provided to MDAs in terms of effective aid coordination at sector, establishing and managing SWAps and sector dialogue, and linking the sector-level coordination to the overall aid effectiveness agenda.
    * Facilitating information sharing and best practices with MDAs on the issue related to aid coordination and harmonization at sector/thematic level.

4. Technical Support in strengthening collaboration on aid coordination and management between the Union Government and the Zanzibar Government:

    * Providing technical support in facilitating collaboration on aid coordination and management between the Union Government and the Zanzibar Government, including ensuring linkages of the aid management systems and procedures.
    * Providing technical support in facilitating dialogue between the Union Government and Zanzibar Government on the issues related to aid effectiveness agenda.

5. Analytical Capacity strengthening

    * Increase ability of the Government to use available sources of Data to produce useful analysis of distribution, volume and effectiveness of aid
    * Improved dissemination of information about aid to all stakeholders.
    * Impart analytic techniques and skills to MoFEA Aid Coordination staff.

6. Communication with stakeholders in Zanzibar

    * Working closely with the DPG Secretariat, analytical and technical support to the MoFEA on issues related to donor coordination and dialogue with Development Partners.
