BACKGROUND INFORMATION
Following the signing and ratification of the Common Market Protocol, the EAC
Secretariat in collaboration with the World Bank and other Development Partners is preparing the EAC Financial Sector Development and Regionalization Project I (EAC
- FSDRP). The objective of the project is to support the development of the financial
sector through the establishment of a single market in financial services among EAC
Partner States. This objective will be achieved through two back-to-back projects
over a 9 year period. FSDRP I will take place from 2011 to 2013 and FSDRP II from
2014 to 2019.
A Project Preparatory Advance (PPA) agreement was signed between EAC
Secretariat and the World Bank on 12th July 2010. The objective of the PPA is to assist
the Secretariat undertake identified urgent activities which will help in the timely
commencement of the project. They include the recruitment of a team of experts for
the Department of the EAC Financial Sector. The EAC FSDRP I was approved by the
World Bank Board in January 2011.
The FSDRP I is structured in five pillars with a base component of capacity building.
The pillars are the following: (i) financial inclusion and strengthening market
participants (ii) harmonization of financial laws and regulations against common
standards; (iii) mutual recognition of supervisors; (iv) integration of financial market
infrastructures; and (v) development of a regional bond market.
Applications are invited from suitably qualified citizens of East Africa (Burundi,
Kenya, Rwanda, Tanzania and Uganda) for the following non-established position
under the EAC – FSDRP World Bank project at the East African Community
Headquarters in Arusha, Tanzania.

DETAILED TERMS OF REFERENCE OF THE POSITION:
PROJECT MANAGER (REF: EAC/FSDRP/WB/01 /2011)
1.1. Main purpose of the assignment of a Project Manager
The main objective of the assignment of a Project Manager is to lead a team of experts and consultants toward the implementation of the EAC FSDRP I. The Project Manager will report to the Head of Department responsible of Financial Sector.
1.2. Duties and responsibilities of the Project Manager
The key responsibilities of the Project Manager will include:
a) Develop the FSDRP I’s medium-term strategy with visionary scope;
b) Translate medium-term strategy into annual work programs of activities that
advance the sharing of development knowledge and respond to clients’
demands. These work programs will be developed in collaboration with EAC
stakeholders and the World Bank;
c) Build and nurture strategic partnerships with public and private
organizations in the EAC Partner States and ensure that the Project addresses
the needs of its funders and clients;
d) Ensure that the FSDRP I project is managed within budget and according to a
robust financial management framework;
e) Enhance monitoring and evaluation of the project and implement measures to
improve project effectiveness continuously and to ensure accountability to all
stakeholders;
f) Represent the FSDRP I project to the governments of the EAC Partner States,
in close cooperation with the World Bank;
g) Maintain and develop relationships with the EAC Secretariat to contribute to
global knowledge sharing activities;
h) Advance cooperation with the World Bank office by seeking synergies in
strategic, operational as well as administrative matters;
i) Recruit team members for core and extended teams;
j) Meet deadlines for all project milestones in a timely manner and within the
allocated budget;
k) Create a short and medium term strategic plan of execution;
l) Prepare monthly reports on the FSDRP I progress in a format and level of
detail agreed with EAC Secretariat and stakeholders;
m) Maintain records documenting information supplied by the field teams,
decisions made at meetings, progress on the decisions implementation,
certified achievements and milestones, financial records, and any deviations
from or changes to the contract plans;
n) Assist the EAC Secretariat in preparing quarterly project progress reports, a
project completion report, and monitoring and evaluating operational and
strategic reports;
o) Ensure effective liaison with EAC Partners States, as well as maintain
communication with the World Bank, supporting donors, and the
international community;
p) Promote good working relations with stakeholder groups, NGOs, and other
relevant multilateral organizations;
q) Foster a team environment, mentor staff, and ensure that capacity building is
well integrated into all project activities;
r) Ensure the timely, accurate and quality preparation of project progress,
technical, financial and other required reports;
s) Manage activities during the complex start-up phase.
1.3. Qualification and experience
a) Minimum 8 years of project management experience with a Masters degree or
3 years with a PhD, in development, economics, business, law or related
fields;
b) A high level of familiarity with EAC Partner States and development
community, preferably including work experience with a multi-lateral agency
with a development focus.
c) Ability to communicate clearly with internal and external audiences;
d) Ability to build alliances and promote open communication and collaboration
for achieving the objectives;
e) Ability to develop strategies to achieve multiple tasks;
f) Strong client orientation;
g) Ability to provide leadership to professional working staff on partnership
development and program creation;
h) Ability to develop sound professional relationships with private sector,
academic, development agencies within the region;
i) A high level of computer proficiency and English language skills;
j) In addition to the above selection criteria, candidates will also be expected to

1.4. Terms and conditions of service
This is an EAC-FSDRP project position supported by Donor Funds, and is a nonestablished
position for which contract terms are limited to the period of the project,
and may be renewed subject to extension of the funding. The Project Manager will
be recruited by the EAC Secretariat for an initial period of six months and the
contract may be renewed contingent upon project budgeting and a satisfactory
performance evaluation. Attractive consolidated remuneration packages for fixed
contract positions will be paid in accordance with the EAC-FSDRP budget.

The Clinton Health Access Initiative (CHAI - formerly the Clinton HIV/AIDS Initiative) under the leadership of former President William Jefferson Clinton III has worked since 2002 to reduce the pricing of HIV/AIDS medicines and tests, and to work with governments around the world to further turn the tide on the disease by building the systems needed to deliver care and treatment.
In seven short years, President Clinton and the Clinton HIV/AIDS Initiative have made a substantial impact in the fight against HIV/AIDS. This includes seven breakthrough price reductions for drugs and diagnostics. Today, more than two million people living with HIV/AIDS are on lifesaving treatment using medicines purchased under CHAI agreements with manufacturers. This includes two out of every three children who are on HIV/AIDS treatment. CHAI's greatest work is as a trusted partner to national governments whose efforts have made possible tremendous gains in HIV/AIDS services and public health.
In addition to programs focused on HIV/AIDS, CHAI has expanded in recent years to assist efforts to fight malaria, lowering the prices and improving access to malaria medicines. CHAI has also worked with a number of governments on improving the underlying systems needed to deliver comprehensive health care. Given CHAI's expansion and growth, on December 10th, President Clinton announced that the Clinton HIV/AIDS Initiative will become the Clinton Health Access Initiative (CHAI). Since 1 January 2010, it became a separate non-profit organization under President Clinton's leadership as chairman of the board of directors. This change recognizes the expanded role CHAI has played for some time in strengthening health systems broadly while still playing a leading role in HIV/AIDS.
CHAI's collaboration with the Government of the United Republic of Tanzania started in 2003 when a team of volunteers with business and public health expertise to elaborate a business plan for HIV/AIDS Care and Treatment. The Project Manager will play a major role in expanding WLF's Maternal Health Program in Africa. 1. Planning and project development

a. b. Assist in the recruitment, supervision and oversight of project staff and consultants, and see that they are recruited and hired in accordance with local and WLF requirements.
c. Approve the expenditure of funds according to budgets and project needs, and assist in the management of the overall project budget ensuring that it is implemented in accordance with the project workplan.
3. Monitoring, evaluation and reporting
a. Assist in the development and ongoing use of a project monitoring and evaluation plan, including indicators linked to results, that meets all WLF reporting requirements. Implement these plans to submit timely and accurate project reports.
b. Meet all local financial obligations, monitor and track expenditures, and prepare regular financial reports for submission to WLF headquarters. 4. WLF representation and relationship management

3.Represents the OTP and serve as its focal point during audits. Attend to audit queries and ensure that various OTP officials are reminded and assisted to comply with audit recommendations. Draft periodic reports on the implementation of audit recommendations;

4.Effectively coordinate actions relevant to the administration of human resources activities in the OTP, for example, recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training, redeployment, etc., ensuring consistency in the application of UN rules and procedures. In this regard, liaise with relevant officers in the Human Resources and Planning Section;

The Fiscal Affairs Department (FAD) of the IMF is seeking a well-qualified expert to fill a Public Financial Management (PFM) Resident Advisor position at the East Africa Regional Technical Assistance Center (AFRITAC East or AFE), based in Dar es Salaam, Tanzania. The Advisor's appointment term would be for an initial period of one year, on a renewable basis, subject to satisfactory performance.
The Advisor will provide direct technical assistance (TA) on a range of PFM areas to the seven countries covered by AFE, namely Eritrea, Ethiopia, Kenya, Malawi, Rwanda, Tanzania, and Uganda. S/he will also supervise the technical assistance work of short-term PFM experts financed by AFE. The work program will cover all PFM areas: legal and regulatory framework; budget preparation (including budget classification, medium-term budgetary frameworks, performance-oriented budgeting); budget execution (including expenditure control, treasury operations, cash management, accounting, fiscal reporting, and financial management information system), internal control and internal audit. The Advisor will work under the general direction of the Coordinator of AFE while, on substantive issues, he/she will report to FAD staff in Washington D.C. Extensive travel within the seven countries should be expected.
The successful candidate will hold a university degree in the relevant fields, if possible post-graduate. Applicants should possess excellent written and oral communication skills in English, a mastery of computer applications and information technologies (such as Word, PowerPoint, Excel, Internet), and experience in project management. Main Duties & Responsibilities:

Financial Responsibilities
• Manages prudently the financial and accounting affairs of the Authority efficiently.
• Ensures that financial plans and budgets are submitted to the Board of Directors before the beginning of a new financial year. Provides financial information required by the Management and Board of Directors.
• Supervises books keeping of accounts relating to revenue, grants and expenses accurately and timely according to accounting professional standards established by NBAA from time to time.
• Recommends accounting policies and procedures for approval by the Board of Directors and to ensure their strict implementation. Ensures preparation on time of weekly, monthly, quarterly and annual financial statements for the Authority.
