Chief Technical Advisor/ Team Leader in Tanzania

Position Description:

Niras is seeking a Chief Technical Advisor (CTA)/ Team Leader for the Lindi & Mtwara Agri-business Support (LIMAS) Programme in Tanzania.

The CTA will be responsible for the TA component and the overall project management, in coordination with the District Project Management Teams. He/she will lead and coordinate the technical assistance team of the project as part of Finnish-Tanzanian bilateral cooperation in the regions of Lindi and Mtwara in Tanzania.

The incumbent shall play a leading role in the implementation of the project and be responsible of the overall management including the financial management. He /she will be responsible for completing the logical framework indicators with appropriate quantitative and qualitative figures during the Inception Phase, and preparing realistic annual workplans and accompanying budgets based on the total LIMAS budget.

He/she will coordinate the service providing agencies in their planning and together with his team shall provide assistance in the implementation. He/she will assure that all the relevant procedures and laws as well as instructions of the Steering Committee are adhered to.

The CTA together with the District Executive Directors assures that the Steering Committee meetings are carried out as planned and that all the required documentation is submitted to the members in time. He/she will be responsible of the achievement of the agreed goals and will report back to the decision making bodies and propose corrective approaches to the implementation, should they be needed.

His/her duties will include the implementation of the project component related to agribusiness development, in particular

• Training on the pertinent subjects

• Be responsible for the implementation of the Business information points in Newala and Liwale districts

• Setting up the Local Economic Development forum in the two districts. When the CTA is on leave or long-term duty travel, the acting role will be given to the International Agronomist Expert, or in alternative, the consultancy company provides a Deputy Technical Adviser, to ensure that the project has a competent Technical Adviser in place 12 months a year.

Qualifications and capacities :

• The proposed Chief Technical Adviser (CTA) shall have at least a Master’s degree in agribusiness development or other related discipline, with a two year minimum working experience in management positions. • He/she shall have excellent command of written and spoken English

• Working experience and knowledge in the agribusiness development projects where 15 years in addition to the minimum requirements gives the maximum points and out of which 8 years are to be acquired in a developing country context

• A proven track-record in managing or coordinating multi annual development cooperation programmes in a developing country including developed skills in capacity building and skills transfer

• Previous relevant working experience in Sub-Saharan Africa, preferably in East-Africa

• Ability to work and communicate in an international environment and in communities of diverse cultures and ability to work in a multi-sectoral team

1.0 Introduction

The East, Central and Southern African Health Community (ECSA-HC), invites applications from qualified consultants to undertake a mid-term review of the ECSA strategic plan 2008-2012.

ECSA is a regional inter-governmental organization established in 1974 to foster regional collaboration in health. ECSA member states include Kenya, Uganda, Tanzania, Malawi, Zambia, Lesotho, Swaziland, Seychelles, and Mauritius.

2.0 Background

The strategic plan 2008-2012 was adopted by the 46th ECSA Health Ministers’ Conference held in Seychelles in February 2008. This followed successful evaluation of the 2004-2007 strategic plan which had guided the organizations, corporate and Programme activities in the preceding period. The ECSA strategic plan 2008-2012 is the basis for all programme and corporate activities of the ECSA Health community, providing the strategic direction that keeps the organization in tandem with its core mandate which is to promote and encourage efficiency and relevance in the provision of health services in the region. As the strategic plan enters its mid-implementation, it presents an opportunity to consolidate lessons learnt and consider opportunities for improvement in the implementation of programmes.

3.0 Activity Purpose

A number of important factors make the mid-term review an important milestone event in the implementation of this strategic plan. These include;

 Changes in the organizational structure of the secretariat with deliberate movement towards a more business oriented approach and the introduction of additional of new programmes eg. Monitoring & Evaluation, Non Communicable Diseases
 The expanding of Scope of some technical programmes such as HIV/AIDS and Infectious diseases, Research Information & Advocacy, Directorate of Operations and Institutional Development, Directorate of Finance, Health Systems and Services Development , Human Resources for Health , Food Security and Nutrition
 New initiatives due to International and Regional Commitments – CARMA, High impact interventions
 Changes in member states priorities - with focus on accelerated attainment of Global goals
 The need to enhancing ECSA’s visibility in member countries and becoming more responsive and proactive to country needs
 The need for better linkages with the countries to increase relevance of our regional approach and mandate


4.0 Approach


The mid-term review will be undertaken in a highly consultative process that aims to surface relevant information from stakeholders that will enrich the implementation process. An initial briefing meeting will be undertaken with senior management, after which an inception report detailing the approach will be submitted by the consultant prior to commencement of the assignment.

The consultant will be expected to work closely with the management of the organization to identify relevant literature to be reviewed as part of the mid-term review. This will include, the 2008-2012 strategic plan, performance reports, annual reports, selected activity reports recommendations of the Advisory committee, Ministers resolutions and other corporate documents as necessary.

In addition the consultant will work with management to develop survey tools including interview questionnaires for key informant interviews and Focus group discussions. The approved tools will be used by the consultant to collect information from key informants on the ECSA activities as they relate to the strategic plan 2008-2012.

Information collected from the various stakeholders including ECSA staff, will be collated, analysed and presented in a preliminary report to be shared with the ECSA team and Stakeholders including the Advisory Committee in a workshop in Arusha. After incorporating inputs from the second briefing meeting, a final report with clear recommendations and way forward will be prepared by the consultant and submitted to the Director General.

 To document, successes, challenges and lessons learnt during the mid-term period

Background:

The Eastern African Grain Council (EAGC), in a bid to bring order to the regional grain trade, practicing and promoting organized approaches to trade that helps farmers, suppliers, traders and processors transform their businesses and livelihoods is planning to hold an Agribusiness Fair at the Selian Agricultural Research Institute (ARI) in June 2011.

EAGC is therefore seeking an Event and Marketing Coordinator to provide assistance in the, organization and implementation of the Business Fair to be held in Arusha, Tanzania.

Objective:

• The objective of this is for a consultant to serve in the position of Business Fair Coordinator for the upcoming EAGC Agribusiness Fair.

• This person will work with the EAGC Agribusiness Fair Committee, headed by the Chairperson.

• This individual will assist in overseeing all conference logistics and organization.

General Role of the Consultant:

To coordinate with and assist the Committee to organize and manage the business fair that will facilitate interaction of all stakeholders in the Cereal, Dairy & Livestock value chain with the aim to improve relations and increase business.

Communication Objectives:

The fair is to strengthen and increase dialogue amongst all stakeholders in the trade of Cereal, Dairy & Livestock commodities with special emphasis to the Agreed Theme in relation to these subsectors.

Agribusiness Fair – Main Items:

• Venue – ARI Selian

• Two stake holders meetings – one in Dar es Salaam and one in Arusha

• Enrolling exhibitors

• Getting on board key sponsors

• In liaison with EAGC, co-ordination of all suppliers, production and exhibitors

• Coordinate together with EAGC using appropriate and approved procedures, the acquisition of necessary supplies, design/ printing, tents, chairs, tables among others,

• Coordinate the programme development and supervision for the three days event and the networking dinner

KEY TASKS:

• Co-ordinate venue/logistics in consultation with the Committee,

• Marketing of the business fair. Target being one hundred (100) companies

• To work with the coordinating committee to allocate the space/area for displays/exhibitions stands of private sector companies depending on the category involved in the Cereal, Dairy & Livestock sector

• Manage the distribution of the various badges, lunch vouchers, and information Kit

• Manage registration of guests

• Coordinate the programme for the three days

• Production of invitation cards, banners, other branding material, posters, flyers, directory, programmes. (NOTE: Printing of such materials shall ONLY be done upon sourcing of quotations and approval by the Committee).

• Sourcing of Various licenses required for the event.

• Hire of tents, chairs, tables, toilets facilities

• Catering for the VIP in consultation with the Committee.

• Hire of generator/electrician/technician

• Hire equipment – PA system, dais, lighting, sound

• Entertainment – Band/Music

• Identify and hire other third party organizer for the logistical support of the sub-events, whose costs shall be met by the event organizer.

For all Payments for logistics and supplies the Committee will make direct payment for the acquisition of the following services following approved procurement procedures:

Under the terms of this ToR, the deliverables include:

• Status reports on event organization and sponsorships– fortnightly from 10th March 2011.

• Successful assistance as per contract in the coordination and completion of the Agribusiness Fair.

• Prepare a final report of the event and present the same to the Committee.

Background The forestry sector, mainly through deforestation and forest degradation, accounts for about 17% of global greenhouse gas emissions, larger than the entire global transport sector. Tropical developing countries, home to much of the world’s forests, cannot currently benefit under the Kyoto Protocol for most actions to reduce emissions from deforestation or forest degradation. The need to address these challenges by establishing an international REDD finance mechanism as part of a post-2012 global climate change framework was first reflected in the Bali Action Plan and UNFCCC COP13 Decision 2/CP.13, and was recently agreed upon at COP16 in Cancun. In response to this decision and requests from countries and donors, FAO, UNDP, and UNEP developed the UN Collaborative Programme on Reducing Emissions from Deforestation and Forest Degradation in Developing Countries (UN-REDD Programme). The UN-REDD Programme consists of two sets of activities: i) National Programme which will assist developing countries prepare and implement national REDD+ strategies and mechanisms; ii) Global Programme to support country actions and provide the international community with confidence and understanding of the technical and social aspects of a post2012 REDD+ mechanism. As per the UN-REDD Programme Strategy for 2010 – 2015, one of the six work areas, led by UNDP, is to support transparent, equitable and accountable management of REDD+ payments. Building on the background provided by the human rights approach to development programming and the articles of the Convention on the Elimination of all Forms of Discriminations Against Women (CEDAW), the UN-REDD Programme will support countries in the area of women’s empowerment and gender equality, including through a scoping of gender-disaggregated approach to the components of readiness to improve the

effectiveness of REDD+ readiness interventions supported by the Programme. Men and women often have different roles in forest resource management; men are more likely to extract forest products for commercial purposes, while women are more likely to gather such products for fuel, fencing, food or livestock fodder. The different ways in which men and women engage in forest based activities should be taken into account when designing REDD+ policies and activities. Because women often play a critical role in forest management, they can make significant contributions to REDD+. Well designed and implemented initiatives will provide new ways to engage and reward women for their forest stewardship services. Incorporating gender perspectives into REDD+ and ensuring that women’s unique knowledge and skills are reflected into mechanisms and projects will not only benefit the women and men directly involved, but can also lead to more efficient, equitable and sustainable outcomes. The ways in which finance for REDD+ will affect local men and women will depend on who and what activities are compensated within REDD+ approaches, how money flows to local communities (e.g., at what administrative level or through what mechanisms), what the overarching institutional arrangements are and how they are structured, how funding decisions are made, and who gets to participate and at what level. In order to provide a strong basis from which to advance work to integrate gender into REDD+ planning and policy, the UN-REDD Programme will develop a research paper to clarify the argument for a gender perspective in REDD+ approaches to be accompanied by a guidance note that will give recommendations on how a gender perspective can be rolled out as part of readiness preparation. The intended audience is policy makers and practitioners that are working on REDD+ at the national and possible sub-national levels. Both documents are meant to be practical and illustrated with concrete examples. UNDP is seeking an expert consultant to support this work and initiate the support to countries participating in readiness activities to strengthen their gender approach to REDD+. The Consultant will report UNDP’s Senior Technical Adviser on REDD of UNDP’s Environment and Energy group, with input and guidance from members of the Gender team.

Duties and Responsibilities 1. Objectives The Contractor will be tasked with developing a referenced 25-page report establishing a “Business Case for gender in REDD+” and a 10-page guidance note outlining how REDD+ policy-makers and practitioners can integrate a gender perspective into readiness planning and implementation. 2. Tasks and Outputs o Research and analyze key issues on gender in the context of REDD+ and REDD+ readiness and develop an annotated outline of key concepts. These should include: Background: Outline human rights basis for a gender perspective in REDD+ programming building on the human rights-based approach to development programming and CEDAW. Draw on existing research, policy literature and case studies to produce an overview analysis of key gender-differentiated issues in the forest sector. For example, an analysis of the roles, rights and responsibilities of women and men in the drivers of deforestation, in making rural land use decisions, in community forest management, in forest policy decision making and in benefit distribution systems to encourage natural resource management (PES, conditional cash transfer, etc), as well as gender specific needs, gaps, and opportunities for women and men in REDD+. Analysis: Building on the findings of the analysis of the above issues, analyze how a gendersensitive approach to REDD+ and REDD+ readiness will impact REDD+ outcomes, including emissions reductions, forest governance, stakeholder livelihoods, MRV, social and ecosystem benefits.

Conclusions: Identify elements of REDD+ and REDD+ readiness that will be made more effective by applying a gender-focused approach and make recommendations on how the UN-REDD Programme should support integration of these issues into National Programme and Global Programme activities. Areas for further investigation: Where evidence is lacking or incomplete, identify issues where targeted research may further inform and improve the effectiveness of gender-focused REDD+ interventions. o o Upon approval of the outline, draft a 25-page report for review by the UNDP Gender and REDD+ teams, respond to comments and guidance provided by UNDP and revise draft accordingly; Develop a 10-page guidance note, converting the key observations and conclusions from the analysis into practical, step-by-step guidance for REDD+ policy-makers and practitioners to integrate gender into readiness and REDD+ policy and planning at the national and sub-national levels. Submit a final draft of both the research paper and guidance note. Timeline 30 March: Annotated outline submitted 30 April: First draft of research paper submitted 15 May: Second draft of research paper submitted 30 May: Research paper completed and submitted 15 June: First Draft of Guidance note submitted 30 June: Guidance note completed and submitted The Contractor is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Coalition of African Rice Development (CARD)

CARD is a multi-stakeholder initiative launched at the Fourth Tokyo International Conference on African Development (TICAD IV) in May 2008. The Coalition aims to double rice production in Sub-Saharan Africa within ten years through increased and better-coordinated investment and assistance in the rice sector. Major bilateral and multilateral donors, African and international institutions, governmental and non-governmental organizations which attended TICAD IV formed a consensus on the goals and objectives of CARD and showed a deep commitment to working together to respond to the needs of the African rice-producing countries that will be identified and prioritized in their National Rice Development Strategy (NRDS).

National Rice Development Strategies (NRDS)

Twelve Sub-Saharan African countries, namely; Cameroon, Ghana, Guinea, Kenya, Madagascar, Mali, Mozambique, Nigeria, Sierra Leone, Senegal, Tanzania, and Uganda, formulated the NRDS Version one in 2009 and it is being implemented in most of the countries. The CARD Third General Meeting, held in Arusha, Tanzania, 18 – 19 May, made the following recommendations to the NRDS Task Force:

• Continue needs–resource matching;

• Identify priorities to be handled at national, sub-regional and regional levels;

• Coordinate with the CAADP processes to ensure that the investment priorities of NRDS are coherent with those of CAADP Investment Plans or equivalent sector investment plans / funding framework;

• Continue pursuing political buy-in of the NRDS among key in-country stakeholders in rice development.

Accordingly the NRDS Task Forces of the above-mentioned countries have achieved the following tasks to date:

• Update the list of on-going projects and needs resources gap analysis;

• Update national level rice-related statistics (only in selected countries);

• Identify priority sub-sectors / intervention elements (maximum eight) and subsequently priority interventions for the immediate funding opportunities

• Identify key stakeholders, or ‘champions’, as well as the way in which they are approached, with a view to materialization of the above-mentioned interventions

Based on these achievements, the NRDS Task Forces will elaborate the identified interventions and make efforts to operationalize them. The CARD Secretariat is seeking the services of an experienced consultant to provide technical support to NRDS Task Forces in accordance to the above.

Duties

• Under the general supervision of the Coordinator, CARD Secretariat, and in collaboration with the CARD Steering Committee and other resource persons, the consultant will conduct the following tasks during the period of 15 April 2011 and 31 July 2011 (dates are tentative):

• Assist NRDS TF prepare the concept notes of the identified priority interventions;

• Assist NRDS TF prepare the rice sector promotion materials;

• Assist NRDS TF facilitate operationalization of the priority investment through CAADP Investment Plan and government investment framework;

• Attend the meeting with the full NRDS TF members, key national institutions and local development partners and facilitate / contribute to the discussion;

• Submit the consultancy report according to the format provided by the CARD Secretariat, and;

• Other duties as requested by the CARD Secretariat.

Qualifications

• Thorough knowledge of African rice sector

• Experience in writing / analyzing agriculture sector strategy documents, particularly CAADP Investment Plan.

• Good skills in training and motivating e the NRDS Task Force staff.

• Excellent skills in reporting, information management and controlling expenditures.

• Proficiency in Microsoft Word. Competence in Excel and web browser software would be valuable additional assets

• Highly focused and results-oriented in supporting complex, deadline-driven tasks; able to identify goals and priorities and resolve issues in initial stages.

• Good health and fit for extensive travelling.

• Working-level command of English.
