REGIONAL FINANCIAL POLICY ADVISORS

BACKGROUND INFORMATION
Following the signing and ratification of the Common Market Protocol, the EAC
Secretariat in collaboration with the World Bank and other Development Partners is
preparing the EAC Financial Sector Development and Regionalization Project I (EAC
- FSDRP). The objective of the project is to support the development of the financial
sector through the establishment of a single market in financial services among EAC
Partner States. This objective will be achieved through two back-to-back projects
over a 9 year period. FSDRP I will take place from 2011 to 2013 and FSDRP II from
2014 to 2019.

A Project Preparatory Advance (PPA) agreement was signed between EAC
Secretariat and the World Bank on 12th July 2010. The objective of the PPA is to assist
the Secretariat undertake identified urgent activities which will help in the timely
commencement of the project. They include the recruitment of a team of experts for
the Department of the EAC Financial Sector. The EAC FSDRP I was approved by the
World Bank Board in January 2011.

The FSDRP I is structured in five pillars with a base component of capacity building.
The pillars are the following: (i) financial inclusion and strengthening market
participants (ii) harmonization of financial laws and regulations against common
standards; (iii) mutual recognition of supervisors; (iv) integration of financial market
infrastructures; and (v) development of a regional bond market.
Applications are invited from suitably qualified citizens of East Africa (Burundi,
Kenya, Rwanda, Tanzania and Uganda) for the following non-established position
under the EAC – FSDRP World Bank project at the East African Community.

DETAILED TERMS OF REFERENCE OF THE POSITION:
REGIONAL FINANCIAL POLICY ADVISORS (2 POSITIONS)
(REF: EAC/FSDRP/WB/02/2011)

1.0. Main purpose of the job
The main objective of the position of Regional Financial Policy Advisor is to facilitate
efficient and effective implementation of the EAC- Financial Sector Development
and Regionalization Project by improving the performance of the financial markets.
The Regional Financial Policy Advisor will report to the Head of Department
responsible for the Financial Sector.
2.0. Specific Tasks of the Regional Financial Policy Advisor
The key responsibilities of the Regional Financial Policy Advisor will include:
a) Provide guidance and advice on the operations of the financial sector in the
Partner States;
b) Provide substantive technical input into policies and strategy facilitating the
operations of the financial market with a view to establishing a single market in
financial services among EAC Partner States;
c) Play a leading role in the adoption of the international best practices by Partner
States;
d) Facilitate the improvement of standards with a view to creating an efficient
surveillance of securities transactions across borders of the Partner States;
e) Recommend programs for capacity building with a view to ensure market
integrity;
f) Facilitate the implementation of Council and Summit decisions/ directives and
directives related to the sector;
g) Facilitate sharing of data and other relevant information with a view to ensuring
transparency in the sector;
h) Take a proactive role in developing a comprehensive financial surveillance
database, monitoring and evaluation system;
i) Facilitate the creation of a platform for comprehensive exchange of experiences
and sharing the regional capacities among EAC Partner States;
j) Provide technical backstopping to Partner States at various stages of creating an
efficient financial market;
k) Identify challenges in the harmonization process and suggest policy options;
l) Leading on policy dialogue with EAC Governments and stakeholders and
providing guidance to management on technical issues;
m) Business Development: Cultivating strategic relationships with stakeholders and
marketing and lining up of specialists, as needed, to follow up;
n) Strategy: Ensuring alignments with the World Bank guidelines;
o) Task management: Task-management/team leadership of strategic initiatives;
p) Quality Assurance: Responsible for overall quality of deliverables and follow-up
to ensure on-time delivery;
q) Upstream review of technical/study reports/ project documents and provide
comments as required;
r) Present monthly reports on the FSDRP I progress in a format and level of detail
agreed with EAC Secretariat and stakeholders;
s) Assist the EAC Secretariat in preparing quarterly project progress reports, a
project completion report, and monitoring and evaluating operational and
strategic reports;
t) Foster a team environment, mentor staff and ensure that capacity building is well
integrated into all project activities;
u) Undertake other duties as may be requested by the EAC Secretariat.
3.0. Outputs/Deliverables
The Regional Financial Policy Advisor will deliver the following:-
a) Harmonized standards and policies on operations of an efficient financial
market in place and adopted by the Partner States;
b) Enhanced Capacity of the national experts and other relevant stakeholders in
the integrated financial market;
c) A comprehensive strategy on policy options for the improvement of the
performance of the financial markets;
d) Progress reports on the development of an efficient market.
4.0. Qualifications
Applicants should have a Masters degree in Finance, Economics or any relevant area
with bias in finance from a recognised University/ Institution. Holders of PhD in the
relevant area will have an added advantage.
5.0. Experience and Skills
Applicants should have the following professional experience and skills:
a) At least eight (8) years demonstrated working experience in operations of
financial markets at National, Regional or International organisations level
with a Masters degree or three (3) years with a PhD;
b) Demonstrated ability to develop practical and innovative approaches to
difficult policy, institutional, and operational issues;
c) Practical knowledge in policy formulation for operations of financial markets
and ability to engage in a broad range of financial policy issues – including
financial sector policy and regulation, banking, capital markets, insurance,
access to finance, rural finance, banking governance, and the financial aspects
of PPPs;
d) Knowledge of the East African Community integration process;
e) Working experience in a multicultural and multinational environment is an
added advantage;
f) Skills: Effective communication, presentation, analytical, writing and;
g) Leadership, team building and people management skills;
h) Fluent in both written and spoken English. Good knowledge of another UN
working language will have an added advantage.
6.0. Terms and conditions of service
This is an EAC-FSDRP project position supported by Donor Funds, and is a nonestablished
position for which contract terms are limited to the period of the project,
and may be renewed subject to extension of the funding. The Financial Regional
Policy Advisor will be recruited by the EAC Secretariat for an initial period of six
months and the contract may be renewed contingent upon project budgeting and a
satisfactory performance evaluation. Attractive consolidated remuneration packages
for fixed contract positions will be paid in accordance with the EAC-FSDRP budget.

DETAILED TERMS OF REFERENCE OF THE POSITION:
PROJECT MANAGER (REF: EAC/FSDRP/WB/01 /2011)
1.1. Main purpose of the assignment of a Project Manager
The main objective of the assignment of a Project Manager is to lead a team of experts and consultants toward the implementation of the EAC FSDRP I. The Project Manager will report to the Head of Department responsible of Financial Sector.
1.2. Duties and responsibilities of the Project Manager
The key responsibilities of the Project Manager will include:
a) Develop the FSDRP I’s medium-term strategy with visionary scope;
b) Translate medium-term strategy into annual work programs of activities that
advance the sharing of development knowledge and respond to clients’
demands. These work programs will be developed in collaboration with EAC
stakeholders and the World Bank;
c) Build and nurture strategic partnerships with public and private
organizations in the EAC Partner States and ensure that the Project addresses
the needs of its funders and clients;
d) Ensure that the FSDRP I project is managed within budget and according to a
robust financial management framework;
e) Enhance monitoring and evaluation of the project and implement measures to
improve project effectiveness continuously and to ensure accountability to all
stakeholders;
f) Represent the FSDRP I project to the governments of the EAC Partner States,
in close cooperation with the World Bank;
g) Maintain and develop relationships with the EAC Secretariat to contribute to
global knowledge sharing activities;
h) Advance cooperation with the World Bank office by seeking synergies in
strategic, operational as well as administrative matters;
i) Recruit team members for core and extended teams;
j) Meet deadlines for all project milestones in a timely manner and within the
allocated budget;
k) Create a short and medium term strategic plan of execution;
l) Prepare monthly reports on the FSDRP I progress in a format and level of
detail agreed with EAC Secretariat and stakeholders;
m) Maintain records documenting information supplied by the field teams,
decisions made at meetings, progress on the decisions implementation,
certified achievements and milestones, financial records, and any deviations
from or changes to the contract plans;
n) Assist the EAC Secretariat in preparing quarterly project progress reports, a
project completion report, and monitoring and evaluating operational and
strategic reports;

o) Ensure effective liaison with EAC Partners States, as well as maintain
communication with the World Bank, supporting donors, and the
international community;
p) Promote good working relations with stakeholder groups, NGOs, and other
relevant multilateral organizations;
q) Foster a team environment, mentor staff, and ensure that capacity building is
well integrated into all project activities;
r) Ensure the timely, accurate and quality preparation of project progress,
technical, financial and other required reports;
s) Manage activities during the complex start-up phase.

1.3. Qualification and experience
a) Minimum 8 years of project management experience with a Masters degree or
3 years with a PhD, in development, economics, business, law or related
fields;
b) A high level of familiarity with EAC Partner States and development
community, preferably including work experience with a multi-lateral agency
with a development focus.
c) Ability to communicate clearly with internal and external audiences;
d) Ability to build alliances and promote open communication and collaboration
for achieving the objectives;
e) Ability to develop strategies to achieve multiple tasks;
f) Strong client orientation;
g) Ability to provide leadership to professional working staff on partnership
development and program creation;
h) Ability to develop sound professional relationships with private sector,
academic, development agencies within the region;
i) A high level of computer proficiency and English language skills;
j) In addition to the above selection criteria, candidates will also be expected to

This position is located in the Internal Audit Division of the Office of Internal Oversight Services. The Auditor reports directly to the Senior Auditor/Chief of Section or to auditors in charge (team leaders).

Responsibilities

Incumbents at this level work individually, as team members, or as team leaders. Education

Advanced university degree (Master's degree or equivalent) in business administration, finance, accounting or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), or equivalent is desirable.

Work Experience

A minimum of seven years of progressively responsible professional experience in audit (including supervisory functions), finance, accounting, administration, business administration/analysis, programme/project evaluation and monitoring, statistics, computer science or related area. Experience in auditing, preferably in the public sector, required.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of French or another UN official language is an advantage.

Org. Setting and Reporting

The post is located in the Immediate Office of the Prosecutor (OTP). The incumbent will work under the general supervision of the Deputy Prosecutor.

Responsibilities

Under the direct supervision of the Deputy Prosecutor, the Administrative Officer in his/her capacity as Head of the Administrative Section of the OTP deals with finance, budgets, human resources issues and supplies, such as space, office automation, stationery, furniture, etc.

Financial:

1. Draft budgets of the Office of the Prosecutor within the context of the overall budgets of the ICTR and advise and provide support to the Deputy Prosecutor and Prosecutor on budget matters in general. In this regard, liaise with the Budget Officer and other relevant sections of the ICTR;

2.Monitor the finances of the Office of the Prosecutor including the allocations of expenditure to budget line items, the performance of the approved budget expenditure against work programmes and rendering necessary financial advice to the Prosecutor and Deputy Prosecutor;

3.Represents the OTP and serve as its focal point during audits. Attend to audit queries and ensure that various OTP officials are reminded and assisted to comply with audit recommendations. Draft periodic reports on the implementation of audit recommendations;

Human Resources:

4.Effectively coordinate actions relevant to the administration of human resources activities in the OTP, for example, recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training, redeployment, etc., ensuring consistency in the application of UN rules and procedures. In this regard, liaise with relevant officers in the Human Resources and Planning Section;

Strategic:

5.Compile and maintain statistics relating to the core business of the OTP, including performance indicators. Regularly compare the statistics with those kept by other officers of the OTP and the ICTR to ensure uniformity and consistency;

6.Provide support and advice towards the further development and reshaping of the completion strategy of the OTP. In this respect, the candidate must know and understand or demonstrate capacity to understand the mandate and core business of the OTP and to effectively support such mandate and core business;

Logistical:

7.Review the adequacy of OTP space requirements. Coordinate the receipt of new staff and the allocation of the office space. In this regard, liaise with relevant officers in the Human Resources and Planning Section;

5.Compile and maintain statistics relating to the core business of the OTP, including performance indicators. Regularly compare the statistics with those kept by other officers of the OTP and the ICTR to ensure uniformity and consistency;

Position Description:

Arusha Urban Water Supply and Sewerage Authority (AUWSA), is a legally established entity responsible for the overall operation and management of water supply and sewerage services in Arusha City. AUWSA was established under the Water Works Ordinance CAP. 272 amendment (Act NO.8 of 1997), now repealed by Water Supply and Sanitation Act 2009. - Ensure that all persons entering the United Nations Detention Facility are properly identified, are duly authorized to visit the facility and a record of such visits is maintained; Co-ordinate with ICTR Security and Safety Section and confirm that such visit to the facility is authorized before the visitor is permitted to board the vehicle to the facility;

- Search detainees prior to their departure to court, hospital or any destination and when returning to the facility; and conduct searches to all other persons entering the United Nations detention facility;

- Keep detailed log of all incoming and outgoing property for detainees and ensure that all packages destined for detainees are properly screened;

- Control and prevent entry of unauthorized persons or items and any form of contraband that may be introduced in the detention facility; screen audio and video materials brought for detainees by relatives and friends before they are issued, ensure that books and other printed materials brought in privately for detainees are censored prior to issue;

- Be alert for any potential or actual breaches of security and order or and any disturbances or unusual activity and report these immediately;

- Ensure that all UN property being carried from the UNDF complex is checked for appropriate documentation and gate passes have been duly signed by an authorized official.

- Perform other related duties as required; escort and custody of detainees, take charge of the shift during the absence of Security Sergeant, perform patrol duties inside the detention area, assignment to special mission duties etc.

Security officer provides a safe and secure environment for all detained persons, staff members and all visitors authorized to enter the detention facility in accordance with rules and regulations that govern the Detention Facility.

Education

Org. Setting and Reporting

The post is located within the Security and Safety section at Arusha and will function under the supervision of a Security Sergeant.

Responsibilities

Under the overall command of the Deputy Chief of Security, and direct supervision of the Court and Conference Platoon Lieutenant, the incumbent is required to perform both armed and unarmed security functions, while reporting directly to the Operations Officer. The incumbent shall:

Provides security coverage of entry points throughout the ICTR facility to prevent entry to unauthorized persons and the unauthorized removal of UN property.

Screens all personnel, packages and vehicles entering the premises including clearance through metal detectors; checks packages both visually and by use of x-ray equipment; identifies and retains custody of weapons entering the premises with the authority to either confiscate or return said weapons upon owners' exit from the premises.

Conducts exterior, garage, garden and watch-tour patrols throughout the ICTR and annex buildings for the purpose of intercepting unauthorized persons attempting to gain entry to the premises, reporting all security, fire and safety violations to the ICTR-HQ Security Control Centres.

Provides information and directions to all persons associated with the organization.

Controls, identifies and clears pedestrian and vehicular traffic entering and exiting the premises; maintains log books and records as required.

Maintains alertness for any potential or actual breaches of security and any disturbances or unusual activity; and reports these immediately.

Ensures that all UN property being carried from the complex is checked for appropriate documentation.

Performs all other related duties as assigned.

Screen all packages destined for the detainees

Screen all detainees for contraband and dangerous items prior to and after Trial chambers activity or other movement outside of the UNDF.

Education

High school diploma or equivalent. Proof of Custodian training or service in a similar environment and the candidate must have passed the United Nations Security Officer Test (SOT). Must possess a valid drivers license for at least two (02) years, be First-Aid Certified, with proof of previous firearm training and certification. Proof of any other specialized security skill, will be an asset. .

Work Experience

A minimum of four (04) years of experience in a national civilian police force, military police, professional security operations, including other relevant military operations. United Nations security experience is highly desirable.

Languages
