Responsibilities

Under the overall command of the UNDF Commanding Officer and the direct supervision of the Security Sergeant, the Security Officer is responsible for monitoring the activities of the front office, receive defense teams, detainee's visitors, official visitors and keep a record of all the visits. The officer conducts searches to all visitors who come to the detention facility, monitors the visits and records all the incidents. The officer is also tasked to control and prevent entry of any contraband items into the detention facility by defense teams, family visitors or any other person. He or she:

- Supervise reception of all visitors including Detainees' Family Visitors and Defense Counsel Teams at the United Nations Detention Facility Front Office; assist detainees visitors to fill in the personal data forms correctly, ensure that property and cash brought in by detainees relatives is declared and properly documented; receive members of various defense teams and conduct or supervise searches to prevent entry of unauthorized items; ensure that the locations of visitors booths and lawyers booths are closely monitored;

- Supervise and guide the Tanzania Prisons Officers assigned to provide assistance at the Front Office; supervise searches by use of walk-through metal detectors, hand-held metal detectors or body searches and report any unusual finding;

- Ensure that all persons entering the United Nations Detention Facility are properly identified, are duly authorized to visit the facility and a record of such visits is maintained; Co-ordinate with ICTR Security and Safety Section and confirm that such visit to the facility is authorized before the visitor is permitted to board the vehicle to the facility;

- Search detainees prior to their departure to court, hospital or any destination and when returning to the facility; and conduct searches to all other persons entering the United Nations detention facility;

- Keep detailed log of all incoming and outgoing property for detainees and ensure that all packages destined for detainees are properly screened;

- Control and prevent entry of unauthorized persons or items and any form of contraband that may be introduced in the detention facility; screen audio and video materials brought for detainees by relatives and friends before they are issued, ensure that books and other printed materials brought in privately for detainees are censored prior to issue;

- Be alert for any potential or actual breaches of security and order or and any disturbances or unusual activity and report these immediately;

- Ensure that all UN property being carried from the UNDF complex is checked for appropriate documentation and gate passes have been duly signed by an authorized official.

- Perform other related duties as required; escort and custody of detainees, take charge of the shift during the absence of Security Sergeant, perform patrol duties inside the detention area, assignment to special mission duties etc.

Security officer provides a safe and secure environment for all detained persons, staff members and all visitors authorized to enter the detention facility in accordance with rules and regulations that govern the Detention Facility.

Senior Security Officer

The post is located within the Security and Safety section either at Arusha (Tanzania) or Kigali (Rwanda), and will function under the supervision of a Security Sergeant.

Responsibilities

Under the overall command of the Chief of Security, the security officer is required to perform armed security functions and reports directly to the security sergeant in providing safety and security services including but not limited to the screening and access control of all person, vehicles or packages entering or leaving the UNICTR premises and annexes, conducting patrols, maintaining logs, issuing of ground passes, traffic control, preventing loss of UN property and maintaining general order at ICTR controlled premises. Replaces the Team Leader in their absence. The incumbent shall:

Under the direct supervision of the Security Sergeant (Team-Leader) and the overall supervision of the Operations Officer, the incumbent will focus on the following duties;

Provides security coverage of entry points throughout the United Nations complex to prevent entry to unauthorized person and the unauthorized removal of UN property.

Screens all personnel, packages and vehicles entering the premises including clearance through metal detectors; checks packages both visually and by use of x-ray equipment; identifies and retains custody of weapons entering the premises with the authority to either confiscate or return said weapons upon owners' exit from the premises.

Conducts exterior, garage, garden and watch-tour patrols throughout the Headquarters district and annex buildings for the purpose of intercepting unauthorized persons attempting to have gained entry to the premises, reporting all security, fire and safety violations to the Security Control Centre.

Provides information and directions to all persons associated with the organization.

Controls, identifies and clears pedestrian and vehicular traffic entering and exiting the premises; maintains log books and records as required.

Maintains alertness for any potential or actual breaches of security and any disturbances or unusual activity; and reports these immediately.

Ensures that all UN property being carried from the complex is checked for appropriate documentation.

The Chief of Section will be the head of the Information and Evidence Section in the Office of the Prosecutor.

Responsibilities

Under the direction of the Deputy Prosecutor, the Chief of the Section will co-ordinate the management, supervision and general administration of the Library of evidence and of the services provided by the Information and Evidence Section to Investigations, Prosecutions and Appeals Divisions of the Office of the Prosecutor. Advise the Deputy Prosecutor by identifying, implementing and maintaining electronic management systems and developing customized information databases.

The main activities and responsibilities of the incumbent include, but not limited to, the following:

1. Responsibilities for the Library of Evidence:

Identify and direct requirements for storage, cataloguing and provision of information contained within the library of evidence of the Office of the Prosecutor (OTP)

Advise and implement the most appropriate mechanisms to access information

Identify and implement different levels of security measures that will ensure proper access and prevent unauthorized entry (accidental or intentional) to the evidence

Recognize and implement specific procedures for the reception, cataloguing, accessibility and for the proper storage of all evidentiary material submitted for Chain-of-Custody

2. Management of Operations:

Undertake studies and analyze management systems

Assess overall performance of the OTP information systems and effect changes or enhancements as required

Liaise with OTP and ICTR Officers, outside contractors and with Officials of governmental and non-governmental organizations

Participate in OTP Senior Staff Briefings

Seek and co-ordinate funding sources for the Section with the appropriate ministries of Member States and/or private institutions providing the donation.

Organise training on OTP information sources for new staff and for old staff on need basis.

Manage and conduct reporting on OTP special projects.

Participate in formulating budget proposals for assessed budget and other extra-budgetary resources

3. Computer Operations:

Review and implement management practices and procedures related to automated and/or electronic records management systems for use throughout the OTP

Develop a strategy for the implementation of these systems (including hardware, software and network communications)

Identify, develop and maintain the Structured Database (SDB) and its related components.

Advise on acquisition of equipment, storage and presentation of evidentiary material.

Present strategies as written specifications, procedures and/or presentations at all levels within the Tribunal.

Liaise with the ICTR Computer Operations Manager, Registry and contractors to ensure compliance with all OTP requirements regarding computer systems.

Organise information for transfer to the Residual Mechanism ensuring proper documentation of systems and processes.

Assist in the formulation of policy on retention, classification and description of all records of the Office of the Prosecutor

4. Management of the Staff:

Determine work priorities, formulation of short and long-term plans and general monitoring of the effective functioning of the Section.

Prepare reports, documentation and requirements on all aspects relating to the Section in respect of budget proposals.

Assess staff performance through central Performance Appraisal System e-PAS.

Interview candidates for vacant posts within the Section and make recommendations on the appointment and selection of staff.

Assess workload in light of the completion strategy and carry out reorganization based on strategic plan of the OTP.

Responsibilities

Under the overall command of the UNDF Commanding Officer and the direct supervision of the Security Sergeant, the Security Officer is responsible for monitoring the activities of the front office, receive defense teams, detainee's visitors, official visitors and keep a record of all the visits. The officer conducts searches to all visitors who come to the detention facility, monitors the visits and records all the incidents. The officer is also tasked to control and prevent entry of any contraband items into the detention facility by defense teams, family visitors or any other person. He or she:

- Supervise reception of all visitors including Detainees' Family Visitors and Defense Counsel Teams at the United Nations Detention Facility Front Office; assist detainees visitors to fill in the personal data forms correctly, ensure that property and cash brought in by detainees relatives is declared and properly documented; receive members of various defense teams and conduct or supervise searches to prevent entry of unauthorized items; ensure that the locations of visitors booths and lawyers booths are closely monitored;

- Supervise and guide the Tanzania Prisons Officers assigned to provide assistance at the Front Office; supervise searches by use of walk-through metal detectors, hand-held metal detectors or body searches and report any unusual finding;

- Ensure that all persons entering the United Nations Detention Facility are properly identified, are duly authorized to visit the facility and a record of such visits is maintained; Co-ordinate with ICTR Security and Safety Section and confirm that such visit to the facility is authorized before the visitor is permitted to board the vehicle to the facility;

- Search detainees prior to their departure to court, hospital or any destination and when returning to the facility; and conduct searches to all other persons entering the United Nations detention facility;

- Keep detailed log of all incoming and outgoing property for detainees and ensure that all packages destined for detainees are properly screened;

- Control and prevent entry of unauthorized persons or items and any form of contraband that may be introduced in the detention facility; screen audio and video materials brought for detainees by relatives and friends before they are issued, ensure that books and other printed materials brought in privately for detainees are censored prior to issue;

- Be alert for any potential or actual breaches of security and order or and any disturbances or unusual activity and report these immediately;

- Ensure that all UN property being carried from the UNDF complex is checked for appropriate documentation and gate passes have been duly signed by an authorized official.

- Perform other related duties as required; escort and custody of detainees, take charge of the shift during the absence of Security Sergeant, perform patrol duties inside the detention area, assignment to special mission duties etc.

Security officer provides a safe and secure environment for all detained persons, staff members and all visitors authorized to enter the detention facility in accordance with rules and regulations that govern the Detention Facility.

The post is located within the Security and Safety section at Arusha and will function under the supervision of a Security Sergeant.

Responsibilities

Under the overall command of the Deputy Chief of Security, and direct supervision of the Court and Conference Platoon Lieutenant, the incumbent is required to perform both armed and unarmed security functions, while reporting directly to the Operations Officer. The incumbent shall:

Provides security coverage of entry points throughout the ICTR facility to prevent entry to unauthorized persons and the unauthorized removal of UN property.

Screens all personnel, packages and vehicles entering the premises including clearance through metal detectors; checks packages both visually and by use of x-ray equipment; identifies and retains custody of weapons entering the premises with the authority to either confiscate or return said weapons upon owners' exit from the premises.

Conducts exterior, garage, garden and watch-tour patrols throughout the ICTR and annex buildings for the purpose of intercepting unauthorized persons attempting to gain entry to the premises, reporting all security, fire and safety violations to the ICTR-HQ Security Control Centres.

Provides information and directions to all persons associated with the organization.

Controls, identifies and clears pedestrian and vehicular traffic entering and exiting the premises; maintains log books and records as required.

Maintains alertness for any potential or actual breaches of security and any disturbances or unusual activity; and reports these immediately.

Ensures that all UN property being carried from the complex is checked for appropriate documentation.

Performs all other related duties as assigned.
