Specific duties include:

Qualifications and Experience:

• A Masters Degree in Business Administration will be an added advantage. She/he should have experience in financial analysis and investment, and has solid mathematical aptitude and effective project management skills.

• She/he should also have the ability to analyze and document complex business process, think analytically and make effective decisions under pressure.

Job Vacancy
Since the beginning of the 1990s, considerable efforts have been expended in improving the financial services sector; most notable is the financial sector liberalization and reform program implemented following the adoption of the Banking and Financial Institutions Act of 1991. The Mortgage Finance (Special Provisions) Act No. 17 was passed by Parliament in 2008. This Act has been widely welcomed by the banking community, as it strengthens the ability of creditors to enforce collaterals. A housing finance project was conceived, and it aims to build on these developments and create a sustainable housing finance system in Tanzania. The objective of the project is to develop the housing mortgage finance market through the provision of liquidity to mortgage lenders.
Following the above development, Tanzania Mortgage Refinance Company Limited [TMRC] was incorporated on 29th January 2010 under the Companies Act, 2002 to among others, ‘develop the housing mortgage finance market through the provision of liquidity to mortgage lenders who must be banks or financial institutions as defined by the Banking and Financial Institutions Act No. 5 of 2006’ [BFIA, 2006]. The Company has been capitalized by shareholder equity and will be part funded by an International Development Association (IDA) Credit. TMRC is expected to begin issuing bonds in the Capital Market to help fund its operations on a market sustainable basis.
TMRC is a non-deposit taking institution, and will be regulated by the Bank of Tanzania under the BFIA, 2006. TMRC will obtain a license as a non- deposit taking financial institution, limiting it to its core activity of refinancing mortgages. As it seeks funding by issuing bonds, TMRC will also be licensed and regulated by the Capital Markets & Securities Authority [CMSA].
The role placed on TMRC as a specialized financial institution that provides long-term funding to banks to refinance their mortgage loans portfolio, necessitates the recruitment of a qualified, competent and motivated Chief Executive Officer (CEO) capable of realizing its goals and objectives. Reports to: Board of Directors

Job description:
The successful candidate will be responsible for planning, developing, and implementing policies, objectives and activities of TMRC’s business to ensure continuing operations, maximize returns to shareholders and increase profitability.
Duties and Responsibilities:
1. Developing objectives and strategies by establishing long-range objectives and specifying the strategies and actions to achieve them
2. Developing annual budgets for the Company and ensuring that the same is implemented as approved.
3. Ensuring that TMRC’s operations are conducted in accordance with the Bank of Tanzania, Capital Markets & Securities Authority and other rules and regulations
4. Communicating with external parties by representing the Company to customers, Government, the public and other external sources, including investors
5. Developing and building teams by building and nurturing mutual trust, respect and cooperation amongst staff
6. Communicating Company’s objectives, strategies, policies and directions to Senior Management and all other staff
7. Developing and maintaining a healthy and conducive working relationship with staff and customers
8. Decision making and solving problems
9. Resolving conflicts and negotiating with others by handling complaints, settling disputes and resolving grievances.

Minimum Qualifications, Knowledge and Experience:
1. Basic Degree in Economics/Business Administration/Accounting
2. Post Graduate qualification is preferable
3. At least 10 years background in banking
4. Knowledge of housing finance, capital markets and risk management will be an added advantage
5. Strong entrepreneurial and marketing drive
6. Strong industry relations and professional integrity/credibility
7. Knowledge and understanding of East African banking and financial sector

• Establish internal benchmarks (parameters/limits) to evaluate and manage each of the risk indicators in the bank.
• Report the risks as well as internal trends development.
• Gather market information and developments on various risks for the purpose of documenting and using them in managing and evaluating the internal risks.
• Analyze general market information and assess impact on bank’s business and risk profiles.
• Advise on best practices to be followed by the bank.
• Report any noted deviations outside agreed parameters.
• May perform added administrative responsibilities as directed by Supervisor
• Identifying all high risk areas and formulating strategies for the purpose of mitigating with the potential risks identified in relation to banking operations;

  • Review the TWB security procedures on financial and physical assets to ensure that the safety and security of all bank assets is maintained at all times;
  • Review computerised information systems across departments to ensure potential aspects of fraud are identified and advise management on addressing the risks;
  • Review TWB operating procedures to identify potential risk areas for fraud and advise management to address them;
  • Evaluate risk cases referred for investigation by departmental heads or picked by audit and recommend on further investigations;
  • Prepare plans and procedures for risks identification and assign them to investigation teams; Perform any other related duties as assigned by the Managing Director.

Required Knowledge and skills: A good knowledge of Finance, Banking and Accounting; Excellent Knowledge of Computer, Commercial Law, conversant with Bank Operations and Finance and Accounting Systems; good communication and interpersonal skills; and computer literate in standard computer applications. Knowledge on commercial law is an added advantage.

Qualifications: Holder of Advanced Degree in Finance or Economics or Accounting or equivalent with relevant experience in banking of at least 7 years. Having either CISA, Risk Management Certification, background of compliance and knowledge of fraud detection system e.g Proactive Risk Manager and intrusion detection systems is an added advantage.

Senior Investment Officers - Business Development (4 national positions) Job in Tanzania and Uganda

Job Purpose

The Senior Investment Officer will be required to develop investment initiatives, undertake appraisal analysis, advise on investment opportunities and coordinate the implementation of investment decisions to achieve the objectives of the Bank.

Key Responsibilities:

§ Design new products and innovations which must be viable, practical, relevant to the locals and address the requirements of clients; and prepare Board papers on investment opportunities and feasibility studies for senior management and the Board of Directors to consider;

§ Undertake investment analysis and appraisals on proposals submitted to the Bank and prepare investment analysis reports, undertake analysis of existing investment projects implemented and those in the pipeline, and identify and manage investment risks;

§ Coordinate the implementation of investments and monitor the performance of investment projects through progressive investment and income reports; monitor collection and recording of income on investments in conjunction with Finance Department to ensure timeliness and compliance with the reporting framework (IFRS, regulatory requirements etc);

§ Undertake continuous research and provide recommendations on significant developments, emerging opportunities and challenges in areas of responsibility. Provide information to potential clients and document the same to provide information on customer requirements/ areas of interest;

§ Maintain communication with clients and manage client relations; ensure that they submit all the Bank’s requirements to facilitate the appraisal process; Provide feedback on the status of their application timeously and advise them on the bank’s processes and procedures, and in liaison with Finance, resolve payment and / repayment related issues; and

§ Carryout any other tasks assigned by management.

Minimum Qualifications and Experience

§ A finance related, engineering or other numerate degree from a recognised university with professional accounting or finance qualifications such as CPA, ACCA or CFA;

§ Relevant Post graduate degree such as an MBA or Masters in Finance;

§ Minimum of 7 years similar or relevant experience in a large commercial or development bank, preferably engaged in long term funding or project financing; of which 3 should be at middle management level;

§ Strong analytical and financial analysis skills and experience in using Financial models;

§ Proven track record and experience in successful investment, appraisal, analysis and implementation is required;

§ Ability to deal sensitively in multi-cultural environments and build effective working relations;

§ Ability to operate effectively across organizational boundaries and work as team to meet strict timelines;

§ Experience of working with a large financial institution in the particular country, or multilateral organization is required;

§ International exposure will be an added advantage; and
