Org. Setting and Reporting
The United Nations International Criminal Tribunal for Rwanda (UN-ICTR), Registry, Division of Administrative Support Services. The incumbent is under the general guidance of the Chief, Division of Administrative Support Services, and direct supervision of the Chief, Human Resources and Planning Section.
Responsibilities
Under the general guidance of the Chief, Division of Administrative Support Services (DASS) and the direct supervision of the Chief, Human Resources and Planning Section (HRPS), the Staff Counsellor develops and delivers comprehensive employee assistance services and programmes to staff members. He or she will be responsible for:
1. Staff Welfare Programmes and development of related policies, approaches, procedures and techniques;
2. Develops policy proposals addressing a broad scope of highly complex, diversified and sensitive issues encountered by staff, in order to promote their personal welfare, effectiveness and sustained productivity;
3. Participates in wide meetings of counselors, elaborates plans and monitors their implementation;
4. Addresses staff members' personal and work-related issues and concerns with utmost confidentiality, neutrality, independence and caring;
5. Provides a full range of focused counseling , assistance and support to staff members and their families to overcome situations encountered in everyday life that may have an impact on their welfare and productivity;
6. Provides advice to managers and staff on complex personnel situations, e.g. substance abuse, depression, sexual harassment, domestic violence and HIV/AIDS counseling and organizes and runs support groups in these areas;
7. Organizes or participates in response teams in situations of tragedy or trauma and provide Critical Incident Stress debriefings and other response teams in emergency situations;
8. Provides ongoing psychological support to staff by providing briefing sessions upon arrival and debriefing sessions before departure and delivers presentation on the role of the Staff Counselor;
9. Provides substantive input, research and assistance in delivery of training modules and provides stress management and other training to ICTR Staff members by training them on stress management and related topics;
10. Improve awareness of UN staff on mental health issues by developing leaflets on stress and related topics, providing psycho-social education on mental health issues to UN medical Doctors (Depression, Post-Traumatic Stress, Acute Stress Disorder etc.) and conducting awareness programs on “Alcohol Abuse”, “Suicide Prevention”, “Well-being of staff “ etc.

Education
Advanced university degree (Masters or equivalent) in social sciences, especially in sociology, social work or psychology.
Work Experience
At least 10 years experience in a multinational environment dealing with counseling and welfare programmes. Advanced knowledge in various fields such as employee assistance programmes, allowances and benefits and social welfare is required. Knowledge of the UN rules, regulations and working practices is an advantage.
Other Skills:
The incumbent must have the sensitivity to varied cultural, social and human values. Familiarity with financial, social and educational conditions at duty station. Utmost discretion.
Languages
English and French are the working Languages of the International Criminal Tribunal for Rwanda (ICTR). For the post advertised, fluency in spoken and written English and French is required; knowledge of a third language would be an advantage.
