Position Description

Survey Team

The consultant will be selected based on a competitive process. Proposals will be solicited based on a published TOR. Initial selections based on these proposals will be followed by interviews of the top candidates, after which a final determination will be made. The selection of the lead consultant will also be based on the education and expertise of the consultant. The supervisors and surveyors will be selected and hired through a competitive process by the lead consultant.

Number of enumerators and data clerks will be modified based on final sample size determination.

The Team Leader will have the overall responsibility for the administration of the final evaluation. His or her responsibilities will include:

- Collaborating with BAHEWASA staff and local authorities on the administration of the final evaluation

- Determining the sampling methodology

- Planning and implementing logistics related to the study

- Selecting the supervisors and the enumerators for the study (number will be defined by the consultant in collaboration with BAHEWASA Project Coordinator)

- Conceiving and developing the study guide (questionnaire)

- Developing survey tools

- Translating the study tools in the local languages for an easy administration of the baseline

- Formatting and printing all tools according to client's specifications;

- Training interviewers in household and respondent selection and in face-to-face interviewing techniques

- Conducting a pretest to ensure that the questionnaire addresses adequately the concerns raised in the study proposal. Supervising the field administration of the questionnaire

- Developing a framework for analysis of the data

- Supervising the data entry process

- Analyzing collected data and submitting a complete report with outlines and fully written text in a timely manner

- Submitting to BAHEWASA all the documents related to the study (filled questionnaires, electronic versions of the collected data, etc.)

- Quality control: The Contractor will implement quality control measures to ensure a high level of interviewer performance. A full description of these measures and the results of the quality control must be included in the final technical report.

Consultant Qualifications

The Study Director/Team Leader should be well qualified (and have a team that is well qualified) in survey methodology and techniques, health and sanitation studies, public health, statistics

S/he will be someone with proven experience in participatory evaluation, community based approaches, developing and evaluating water and sanitation programs.

S/he will have at least 5 years experience in survey fieldwork (data collection, validation, entry and analysis) and experience in leading teams in field (training, field logistics, human relations, teamwork).

Excellent writing skills.

Be capable and fully available to travel and live in field sites during the fieldwork

Experience in survey planning and directing is necessary while an understanding of the structure of local water user entities in Tanzania will be an added advantage.

An understanding of the local context of Tanzania

Excellent English language skills are essential; fluency in Swahili is strongly preferred.

Timeline

The lead consultant will be hired in February 2011. It is expected that selection of enumerators and training will occur in late February/ early March. The study will be conducted beginning early March. Data entry, collation and analysis, and report writing of the initial draft will be complete by the end of March 2011. The final draft will be due to BAHEWASA by the end of April 2011.

The Babati Health through Water and Sanitation (BAHEWASA) Project is a three-year endeavor with the goal of providing quality water supply and sanitation facilities to a minimum of 30,000 people living in rural communities of Babati District, Manyara Region of northern Tanzania. This goal is being achieved through:

a commitment to project sustainability,

the construction and/or rehabilitation of at least 120 water points,

the construction of school latrines,

the improvement of sanitation and hygiene practices, and

the empowerment of communities by 2011 to maintain these systems.
