Org. Setting and Reporting

The Chief of Section will be the head of the Information and Evidence Section in the Office of the Prosecutor.

Responsibilities

Under the direction of the Deputy Prosecutor, the Chief of the Section will co-ordinate the management, supervision and general administration of the Library of evidence and of the services provided by the Information and Evidence Section to Investigations, Prosecutions and Appeals Divisions of the Office of the Prosecutor. Advise the Deputy Prosecutor by identifying, implementing and maintaining electronic management systems and developing customized information databases.

The main activities and responsibilities of the incumbent include, but not limited to, the following:
1. Responsibilities for the Library of Evidence:
• Identify and direct requirements for storage, cataloguing and provision of information contained within the library of evidence of the Office of the Prosecutor (OTP)
• Advise and implement the most appropriate mechanisms to access information
• Identify and implement different levels of security measures that will ensure proper access and prevent unauthorized entry (accidental or intentional) to the evidence
• Recognize and implement specific procedures for the reception, cataloguing, accessibility and for the proper storage of all evidentiary material submitted for Chain-of-Custody
2. Management of Operations:
• Undertake studies and analyze management systems
• Assess overall performance of the OTP information systems and effect changes or enhancements as required
• Liaise with OTP and ICTR Officers, outside contractors and with Officials of governmental and non-governmental organizations
• Participate in OTP Senior Staff Briefings
• Seek and co-ordinate funding sources for the Section with the appropriate ministries of Member States and/or private institutions providing the donation.
• Organise training on OTP information sources for new staff and for old staff on need basis.
• Manage and conduct reporting on OTP special projects.
• Participate in formulating budget proposals for assessed budget and other extra-budgetary resources
3. Computer Operations:
• Review and implement management practices and procedures related to automated and/or electronic records management systems for use throughout the OTP
• Develop a strategy for the implementation of these systems (including hardware, software and network communications)
• Identify, develop and maintain the Structured Database (SDB) and its related components.
• Advise on acquisition of equipment, storage and presentation of evidentiary material.
• Present strategies as written specifications, procedures and/or presentations at all levels within the Tribunal.
• Liaise with the ICTR Computer Operations Manager, Registry and contractors to ensure compliance with all OTP requirements regarding computer systems.
• Organise information for transfer to the Residual Mechanism ensuring proper documentation of systems and processes.
• Assist in the formulation of policy on retention, classification and description of all records of the Office of the Prosecutor
4. Management of the Staff:
• Determine work priorities, formulation of short and long-term plans and general monitoring of the effective functioning of the Section.
• Prepare reports, documentation and requirements on all aspects relating to the Section in respect of budget proposals.
• Assess staff performance through central Performance Appraisal System e-PAS.
• Interview candidates for vacant posts within the Section and make recommendations on the appointment and selection of staff.
• Assess workload in light of the completion strategy and carry out reorganization based on strategic plan of the OTP.
• Organise the section to effect multitasking capabilities at all times in order to effectively deal with staff attrition and winding down activities.

Education

Advanced University degree (Master's degree or equivalent) preferably in Information Management, Records Management, Library Science and/or Law. A first level university degree with a combination of relevant academic qualifications and experience in relevant fields may be accepted in lieu of the advanced University degree

Work Experience

At least 7 years progressively responsible professional and managerial experience in telecommunications, records management, and computer technology, including experience in developing and overseeing large centralised and globally distributed institutional systems, of which 2 years should have been at the international level in the public/private sector, functioning at the management level
Experience in successfully working in a team environment

Languages

Fluency in English and French is a requirement of this post
