Job Description: UNICEF Tanzania is seeking a Partnerships Manager L4 on temporary assistance to June 30 2011, with potential to extend to June 2012.

Working under the general guidance of the Chief of Communication and in close cooperation with the Representative, Deputy Representative and programme teams, the Partnerships Manager will be responsible for the conceptualization, planning, execution, monitoring and evaluation of a resource mobilization and partnership strategy to increase resources for the country programme and to expand partnerships for child rights with the private sector, civil society and faith based organizations.

Key Tasks

Resource Mobilization Strategy In cooperation with senior management, programme chiefs, and the communication team, the Partnerships Manager (PM) will help to build and strengthen partnerships to enable the country office to achieve the overall 2011-2014 goal of raising USD 73m in OR, or an average of USD18.25m per year. The PM will develop the resource mobilization strategy for the country programme, including analysis and development of funding opportunities with major multi-lateral and bilateral donors, and foundations as well as new and non-traditional donors. The PM will gather and coordinate effective market intelligence on trends in the donor environment and opportunities for funding, generate reports on core partners, funding patterns and opportunities, and will work with programme and communication staff to develop tools to drive more effective resource mobilization.

Private Sector Partnerships Utilizing the baseline assessment of ‘Tanzania’s Private sector - Corporate Social Responsibility Profile’, develops and implements an advocacy and fund raising partnership strategy engaging individual businesses and private sector networks to actively engage in the critical issues facing Tanzania’s children. Key elements include: (a) identifying and engaging corporate leaders as advocates for children; (b) developing and implementing targeted fund raising initiatives to increase corporate giving for children (with a specific focus on the Whole School Package) and (c) implementing strategies to foster child/family friendly practices in the workplace and promote the Child Rights Business Initiative. Collaborate with relevant UN agencies and other partners on implementation of the CSR strategy.

Civil Society Advocacy The Partnerships Manager will facilitate linkages and enhance partnerships with core CSO partners by systematically gathering intelligence and generating regular reports on key CSO partners noting global and local linkages. The PM will collaborate with civil society organizations working on children’s issues, relevant government partners and faith-based organizations to develop and implement a shared advocacy platform for child rights. Maps and maintains database.

Faith Based Organizations Analyses strengths of leading faith based organizations. Assist development of effective, sustainable partnership strategies with FBOs for advocacy, communication for development and programme goals.

Monitoring Partnership Progress The PM will develop and implement a systematic framework for monitoring progress in partnerships and resource mobilization including analysis of successful and unsuccessful strategies, impact of advocacy partnerships with corporate leaders, CSOs and the private sector

Candidate Requirements, Qualifications, Experience and Competencies

EDUCATION

Advanced university degree in Communication, Public Relations; Business or equivalent professional work experience in the public relations/private sector area, combined with a university degree in a related field.

WORK EXPERIENCE

Eight years progressively responsible professional work experience in partnerships and resource mobilization activities, 4 years of which should be in developing countries, and two at the management level; excellent writing skills; proven ability in mobilizing resources and in working to deadlines.

LANGUAGES

Fluency in English and another UN language required. Knowledge of Kiswahili is an asset.
