Job Description
Following the approval of the High Level Panel Report on the System Wide Coherence in 2006, Tanzania was chosen as one of the 8 countries to pilot the concept of Delivering as One (DaO).

The overall purpose of UN reform in Tanzania is to ensure a more efficient and effective UN that delivers results in support of national priorities. Through avoiding fragmentation and duplication of efforts, the UN will have a greater impact on the development and humanitarian challenges that face Tanzania. The implementation of the DaO requires a “step change” in the way the UN does business.

The past 3 years of DaO have seen substantial progress in the way the UN agencies operate at the country level. There is now a need to sustain and improve further the performance both in programme delivery and operations management. In order to ensure further progress, the Resident Coordinator’s Office (RCO) in Tanzania needs the services of a UN Coordination Advisor to lead the RCO team and support the implementation of the 2011-2015 UNCT Vision on DaO and UN Development Assistance Plan (UNDAP)

Job Details
Duties and Responsibilities
Under the guidance of the Resident Coordinator, the UN Coordination Advisor will:

1. Manage the Office of the Resident Coordinator
* Supervise and guide the work of RCO Staff; * Oversee and manage the budget of the RCO: * Be responsible for annual RCO planning and reporting. 2. Advise the RC on all matters related to the UNDAP, DaO and inter agency matters * Provide technical and policy advice to the RC on UN wide programme related issues; * Provide technical and policy advice to the RC on the implementation of the agenda on harmonization of business practices; * Advise the RC on all matters pertaining to the management of the One Fund; * Provide technical and policy advice to the RC on UN DaO reform related matters, both in relation to change management at country level and Headquarters; * Support the RC in the implementation of the provisions established by the Management and Accountability Framework for the RC system.

3. Ensure effective strategic and technical support to the UNCT in the implementation of the 2011-2015 UNDAP
* Provide technical and policy advice to the UN Country Management Team (CMT) and Inter Agency Programme Committee (IAPC) on UNDAP Working Groups annual planning and budgeting; * Provide technical support to UNCMT and IAPC on UNDAP monitoring, reporting and performance based decision making, including funding; * Collaborate with the One Fund Administrative Agent in the day to day operation of the One Fund as well as in the elaboration of the UNDAP Annual Report; * Provide Quality Support and Assurance services to the UNCMT and IAPC.

4. Liaise with Ministry of Finance and Economic Affairs (MOFEA), Foreign Affairs (MOFA) and Tanzania Permanent Mission to the UN
* Maintain regular contact and ensure continued collaboration at technical level with MOFEA, MOFA and the Tanzania Permanent Representation in NY on all matters pertaining to the management and implementation of the UNDAP, on System Wide Coherence (SWC) and other DaO related matters; * Support MOFEA and the RC in the management of the Joint UN and GoT Steering Committee.

5. Establish and maintain partnerships with Development Partners
* Maintain regular flow of information and ensure continued collaboration with DPs by representing the RC in the DPs technical level working group on UN Reform; * Liaise with the DPs Chair of the WG on UN Reform; * Be the focal point for queries from DPs on matters pertaining to UNDAP, SWC and other DaO related matters.

6. Represent the UNCT on the Joint Assistance Strategy for Tanzania Working Group
* Ensure UN inputs in relation to policy processes related to the implementation of the aid effectiveness agenda.

Required Skills and Experience

Education:
* Masters or equivalent advanced university degree in Development Studies, International Relations, economics or Political Science.

Experience:
* At least 10 years professional work experience in relevant area with at least three years of management experience. * Prior work experience in the field. Good knowledge of UN as a whole, and the role of the UN Resident Coordinator system. * Experience with UNDAF planning, reviewing or evaluating. * Experience with DaO is an asset. * Familiarity with the aid context and development processes in Tanzania would be an advantage.

Language Requirements:
* Fluency in both spoken and written English. Knowledge of Kiswahili would be an advantage.
