Overall Responsibility:

To manage the overall operations of Twaweza across East Africa effectively and efficiently, including human resources, office management/ administration, financial management and IT; to develop and foster understanding and compliance with organizational standards and policies; to promote organizational transparency and accountability; to ensure that Twaweza and its staff are able to powerfully and effectively do their work.

Specific Responsibilities (provisional)

1. Develop, manage and foster adherence to effective administration, finance, HR and IT standards, policies and procedures ;

2. Ensure understanding and compliance of the country laws and other requirements in each of the East African Offices;

3. Create an excellent, motivating and accountable HR climate; including in recruitment, work environment, appraisal and feedback, and staff learning.

4. Undertake and oversee financial and budget management and reporting that conforms to the highest financial and ethical standards;

5. Develop and oversee effective office information/work flow and physical and electronic documentation system; using latest effective technology as appropriate;

6. Ensure office premises/assets, facilities and processes are sourced and maintained efficiently and cost-effectively, including procurement, office maintenance and monitoring, etc;

7. Oversee effective IT infrastructure policies and set up is in place and functioning optimally;

8. Set up and maintain effective monitoring and reporting system on all major aspects of your role;

9. Support Head and management team as needed and to ensure organizational coherence and effectiveness.

General Responsibilities

1. Successfully implement above responsibilities and assigned activities (and associated budgets) in work plans, consistent with Twaweza Policies.

2. Oversea the planning, monitoring, and reporting.

3. Review and monitor compliance to Twaweza policies, regulations, guidelines and procedures.

4. Undertake any other lawful tasks as may be assigned by the Supervisor.

Core Qualifications

1. Can get things done, really well, and fast.

2. Minimum first degree in a relevant field, Masters preferred;

3. Good knowledge of finance and administration issues, holders of CPA will have an advantage;

4. Minimum 5 years demonstrable working experience in areas of your responsibility;

5. Strong analytical and conceptual skills, and ability to apply these in program development;

6. Excellent organizational skills; methodical and systematic, ability to multi-task and manage complex simultaneous processes, communications and actions.

7. Demonstrated team working qualities, and ability to foster teams to be motivated to deliver quality results on time, to manage conflict and help move everyone forward;

8. Excellent verbal, writing (including technical reports) and communication skills in English and Kiswahili, ability to document arguments and decisions cogently for institutional memory, and accountability.

9. Curiosity and passion to learn, push the envelope, innovate, make unorthodox connections, take thoughtful risks and get things done.
