
Monetary Operations and Payment Systems Resident Advisor
The Monetary and Capital Markets Department (MCM) of the International Monetary Fund (IMF) is seeking an experienced expert to work as Resident Monetary Operations and Payment Systems Advisor in the East Africa Regional Technical Assistance Center (AFRITAC East or AFE) in Dar es Salaam, Tanzania. The successful candidate will help enhance capacity for monetary policy formulation and operations at technical assistance recipient institutions (mainly the central banks) in the seven AFE countries: Eritrea, Ethiopia, Kenya, Malawi, Rwanda, Tanzania and Uganda.
Duties and Responsibilities
Working closely with staff from IMF headquarters, the AFE resident advisor will (i) coordinate and manage technical assistance (TA) on monetary operations and payment systems modernization and oversight to member countries, (ii) hire short-term experts and backstop and coordinate their TA activities, (iii) organize workshops and/or seminars on relevant topics, and (iv) arrange attachments for member country central bank staff to other central banks.
The resident advisor will need to be proactive in building effective relations with multiple central banks, in identifying areas for improvement and in working with both senior and junior technical staff. The work will likely involve interaction with other departments within the central banks and with other development partners. The advisor will be backstopped by staff from IMF headquarters and will work with a team of AFE advisors led by the AFE coordinator in Dar es Salaam.
Qualifications
The desired candidate would have extensive practical experience in operational work relating to the conduct of monetary policy and operations as well as experience in payment systems regulation and oversight. Such experience would have been acquired in a central bank and by the delivery of TA through the IMF. Other qualifications include:
* A university degree in economics, finance, or a related field;
* Experience managing TA projects;
* Experience organizing and conducting training courses, seminars, and workshops;
* Excellent interpersonal skills, including the ability to deal effectively with senior policymakers in the region and the donor community, and to work as part of a team that would include staff at IMF headquarters; and
* Strong oral and written communication skills in English.
This vacancy is for a one year contractual position, which may be renewed.
