Org. Setting and Reporting

The post is located in the Immediate Office of the Prosecutor (OTP). The incumbent will work under the general supervision of the Deputy Prosecutor.

Responsibilities

Under the direct supervision of the Deputy Prosecutor, the Administrative Officer in his/her capacity as Head of the Administrative Section of the OTP deals with finance, budgets, human resources issues and supplies, such as space, office automation, stationery, furniture, etc.

Financial:

1. Draft budgets of the Office of the Prosecutor within the context of the overall budgets of the ICTR and advise and provide support to the Deputy Prosecutor and Prosecutor on budget matters in general. In this regard, liaise with the Budget Officer and other relevant sections of the ICTR;

2.Monitor the finances of the Office of the Prosecutor including the allocations of expenditure to budget line items, the performance of the approved budget expenditure against work programmes and rendering necessary financial advice to the Prosecutor and Deputy Prosecutor;

3.Represents the OTP and serve as its focal point during audits. Attend to audit queries and ensure that various OTP officials are reminded and assisted to comply with audit recommendations. Draft periodic reports on the implementation of audit recommendations;

Human Resources:

4.Effectively coordinate actions relevant to the administration of human resources activities in the OTP, for example, recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training, redeployment, etc., ensuring consistency in the application of UN rules and procedures. In this regard, liaise with relevant officers in the Human Resources and Planning Section;

Strategic:

5.Compile and maintain statistics relating to the core business of the OTP, including performance indicators. Regularly compare the statistics with those kept by other officers of the OTP and the ICTR to ensure uniformity and consistency;

6.Provide support and advice towards the further development and reshaping of the completion strategy of the OTP. In this respect, the candidate must know and understand or demonstrate capacity to understand the mandate and core business of the OTP and to effectively support such mandate and core business;

Logistical:

7.Review the adequacy of OTP space requirements. Coordinate the receipt of new staff and the allocation of the office space. Oversee the identification of office technology needs and the maintenance of equipment, software and systems, the coordination of enhancement as necessary, the coordination of arrangements for official meetings, training workshops, conferences, etc.;

8.Manage the performance of staff within the OTP Administrative Section;

9.Perform other related work as required.

Education

Advanced university degree in finance or administration or other related field. Extensive relevant experience may be accepted in lieu of an advanced university degree.

Work Experience

Several years of progressively responsible experience in financial management and/or personnel management or general administration, with at least 4 years must have been spent within the United Nations common system or in a large institution or organization.

The incumbent will possess finance skills and knowledge to deal with human resources matters.

Languages

English and French are the working languages of the International Criminal Tribunal for Rwanda (ICTR). For the post advertised, fluency in spoken and written English or French is required and a good working knowledge of the other is highly desirable.
